MINUTES OF THE PRINCIPALS CONFERENCE 2009-10

The 3 day Principal Conference was held at KV Bhandup from 20th July to 22nd July, 2009.   The conference was attended by all the Principals of Mumbai Region except 2 schools which were represented by VPs (One principal retired, one had gone abroad on leave)

The inaugural programme was a short and a meaningful one.  
Mr. Isampal, Education Officer welcomed all the members.  Ms. HK Sanhotra, Assistant Commissioner (Mumbai Region) gave the key note address she emphasized on the need to strive towards achieving perfection through 5 P’s :- 

  1. Punctuality
  2. Promptness
  3. Preparedness
  4. Precision
  5. Perfection

Mr. Vasudev, Education Officer proposed the vote of thanks.

The items on the agenda were started without any further delay.  First on the agenda was Result Analysis of board exam 2009.   The result was minutely analyzed.   Though quantitatively the result saw a fall of 2.9 %, qualitatively on many fronts the region shows an upwarded trend.

1)   Strategies were discussed for implementation to improve results for 2010:

  • Targets to be fixed by each vidyalaya and also for each subject.  The Action Taken Report to be sent to RO to EO concerned.
  • Monthly tests to be conducted for X & XII every month.   The marks & list of slow learners to be forwarded to concerned Education Officer every month.
  • A meeting with parents of X & XII to be held every month to discuss progress.
  • HOTS to be downloaded and given to bright students to be used for better performance.
  • Teachers to personally interact with students and motivate them to work harder.
  • Efforts to be made to get teacher by contractual appointment so that students do not loose out on studies, if teacher is on leave or no teacher is available.
  • Attendance to classes must be compulsory and no absenteeism to be tolerated right upto the month of Feb. 2010.  Immediate communication with parents to be made to ensure & curb truancy.

2)    Mr. Isampal highlighted the aspects of new library policy:

3)    Implementation and monitoring of the flagship programme in KVS of the region were discussed.  Schedule for CMP meetings was prepared.  Principals’ were advised to make additional reading material and films available for students of the primary classes.

4)   A power point presentation was made regarding NCF.  All the Principals participated in the interaction session that followed.  They also appeared for the test which was conducted on 22nd July, 2009 from 2.00 to 4.00 p.m.   

5)    10th August 2010 would be the date for Regional level Youth Parliament with Vidyalayas         1) AFS Thane   2) RHE Pune     3) ISP Nasik   4) Panvel     5) DIAT Girinagar taking part.  The venue being RHE Pune, the Principal will make all the stay of outstation participants.

6)     Dates of Social Science exhibition were also decided upon.  Dates 6th  to 8th August for Cluster level. Venue KV for cluster level will be Thane for Mumbai cluster, NDA Pune for Pune cluster, No. 1, Devlali for Nasik cluster, Bhusawal for Bhusawal cluster.

Regional level Exhibition will be held at KV-No.2 Colaba on 27th & 28th August, 2009.

National exhibition will be held at Ambala Cant-I from 7th to 9th September, 2009

7)       Junior Maths Olympiad will be held on 6th Sept.  Test centers to send names of Vidyalaya at test centers.  Test centres to send DD & list to RO, endorsing a copy to Mr. Cherian, Principal, KV IIT Powai before 30th August, 2009.

All TGT (Maths) & PGT (Maths) will attend a Maths workshop in the autumn break and will also stay back for correction of Junior Maths Olympiad papers.   Principals to inform their teachers in respective Vidyalayas and no station leave to be granted for autumn break for teacher of Maths.  Principals of Maths faculty will also be put on duty during this time.

8)       Sports :  Keeping in mind the early dates of National all cluster venues should complete cluster games by 15th Aug. and result be communicated to all  and RO by 16th August 2009.   Regional for Indoor games 6 to 7th Aug. 2009,  Outdoor games 19 & 20th Aug. 2009 except where other dates one to be decided for Swimming at Mumbai Cluster.

9)       Unit Test – Dates for future test were put up for discussion it was tentative decided that:

10)       Computers upgradation – It was brought to the notice of Principals once again to bring up the student computer ratio of the Vidyalaya to the expected 20 : 01.   The speed of the computer should be as per specification given in KVS letters from time to time.   The speed of RAM to be upgraded, LAN facility to be provided in all Computer labs, broadband with internet facility for all computers which should be strictly monitored by Principal and computer teacher.  Server to be in the lab. and not controlled from Principal’s room.

Attention of the principal was brought to update the websites every week.  Though all Vidyalayas had updated their websites in some Vidyalayas – portals of Innovation, Grievances, Think quest are yet to be completed.  Principals to give Action Taken Report on or before 06th August 2009.

Computer science teachers to personally update the website atleast once in a week.   Seeing the doubts raised about the confidence the computer teacher have in updating websites, it was decided to have a one day workshop for computer teachers to help them to improve their skills on updating websites.

The dance for Mumbai Region this year is from “Malaysia”.  Rest of details remain same as last year.   Principals requested to read the circular sent as well as last year circular very carefully.   Venue Principal to clarify their doubts from Regional office, if any.

11)     Science Exhibition – The topics for Science exhibition are awaited from Hqrs.   However the 5 main topics being nearly same every year, Vidyalaya were asked to start on preparation for the exhibition.   A vidyalaya exhibition is to be held on 31st July alongwith Social Science Exhibition & report sent to Regional Office.

12)     Presentation given by Mr. Adil of Extra Marks a software company for doing extra study in subjects from Class VI to XII was the slot for late afternoon.

13)     Think quest – The Principals were given hands on experience on Think quest.   Each Principal used his user name and password and made their home page.   They were then told about the uses and benefits of Think quest by Mrs. Krishna Kumari, PRT, KV Hamla GSW trained by Oracle.   The Principals then joined in the exercise to join in the project stated by the Hon’ble Assistant Commissioner on her project page.   They were also given an activity to write a slogan on ‘my dream school’.The programme lasted well beyond 7 p.m.   

 

DAY II

14)     Admission guidelines of 2008 have to be followed for this academic year.Guidelines for local transfer were once again discussed.  Principals were asked to doubly verify the TCs of Armed Forces run schools to see if all admission criteria of KVS are satisfied before forwarding the application, with their recommendations to the RO for approval.

Application for dereservation were also called for with reasons for justification for the vacant seats in the specified time.

15)     Enrolment  - Monthly enrolment needed to be sent to RO by 3rd of every month.  When attendance registers are signed on the last working day enrolment as per the latest KVS proforma to be entered in register kept in Office/Principal/VP room and immediately sent to Assistant Commissioner office after due verification by Adm. I/C, VP and certified by Principal.

16)     HOTS  - It was brought to the notice of the Principals that in most of Vidyalaya, the HOTS put up on CBSE website and ZIETs websites have not been downloaded / nor has the information been given to students to make use of HOTS.   Teachers of students should be scrutinized to the concept of HOTS and teachers could also prepare for various subjects at Vidyalaya level for other classes also.

17)     Inservice courses – The feedback of inservice courses has been received.  In cases of absenteeism, explanations have been called for and are being looked into principals were advised to verify thoroughly whether the teacher is due to attend inservice course before forwarding their applications for NOC for going abroad during that period.   The enrichment of the teacher after the course and their work report should also be maintained in cases of teachers who have attended the course in May-June and a monthly report to be sent to RO without fail.

Workshops are being planned for few days in the autumn break after the festival dates.  Principal to first confirm with the dates of workshops before granting leave to teachers in the autumn break.   As Mumbai Region has been given the responsibility of conducting Junior Maths Olympiad, all TGT(Maths) and PGT(Maths) of the region will have to be roped in for correction which will be during the autumn break.   They will also have a workshop preceding the correction of answer papers for whole country.   Hence no TGT (Maths) & PGT (Maths), VP and Principal of Maths faculty will be granted station leave during the Autumn break.

Spoken English abilities of Principal, teachers and students need to be enhanced.   Teachers of English should take up the programmes, motivating and regulating this programme with help of spoken English teachers.(as per circular of KVS in this regard).   All teachers must develop dual language competency.

18)     Grievances and complaints need to be regulated.   Name of Grievance Officer to be put in prominent place in the Vidyalaya.

19)     RTI - Process for accepting RTI application, the fee to be charged (Cash receipt to be given), draft and postal order.  Cases to be disposed within a month.  PIOs name should be put up at prominent place for visitors to know.   In absence of PIO next official will be the deemed PIO.   

Rs.2 per page can be charged for photocopies of documents, if asked for.   Rates prescribed for perusal of documents are first : 01 hour free and Rs. 5/- even if next 15 minutes.

20)     Adventure activities – As per KVS circular and discussion in the Assistant Commissioner’s  conference held on 9,10,11th July.   Adventure activities have to be taken up by all Vidyalays compulsorily.   Minimum 5% of the students of every Vidyalaya should be sent for adventure programmes.   The agencies through whom these activities are booked should be government approved.   (List already sent to Vidyalayas)   State approved agencies in Maharashtra are NAF, Nagpur.
A regional level committee for formed with cluster incharge to identify places and co-ordinate trips.

The proposed dates, No. of students, proposed venue, programme to be sent to the Regional Office latest by 31st July 2009 positively for onward transmission to Hqrs for approval.   No adventure activity should be undertaken before approval of Hqrs is received.   The activities may be planned for Autumn break / December as per local conditions.

Utmost care must be taken while making preparations with regard to NOC from parents, medical fitness to be duly certified by the parent also, details of age – allergies etc.  A total profile to be made and kept in vidyalaya for team of students going on adventure programme, Phone No., undertaking from parents and students in the activity, do students to be informed in writing  to parents & students scrutinization of students to be done atleast a week.  Responsible and physically fit teachers to be deputed for the programme.

Sports as per circular sent a few minor changes:

a. Cluster to complete by 15 Aug. names to RO and venue of REg. by 16th positively.
b. Regional indoor
c. Regional outdoor
d. Name with all required documents to reach couching venues (Regional venues by 28.08.09)

Principal KV will make arrangements for ticket books and arrangement of bogies to facilitate comfort of students.  Guidelines for conduct of events will remain same as last year.  Care to be taken that escorts remain with students under their care at all time.  Any default will be dealt with strictly.  Code of conduct rules to be adhered to by all.
